The problem

Citrus County needed to replace or retrofit 27,000 aging water meters to comply with the Southwest Florida Water Management District’s requirement to keep water loss below 10% of pumped supply. Some areas, like Sugarmill Woods, had excessive water loss due to outdated meters that were underreporting consumption.

To stay within budget, the county planned to replace only old meters and retrofit those still in good condition. However, there was a major challenge—they didn’t know which meters were still usable.

Traditionally, this would require a two-step process:

  1. Send technicians to audit each meter and record data.
  2. Return later to perform the necessary replacements or retrofits.

This approach meant double the field visits, extra labor costs, and potential data errors—a major inefficiency in a large-scale AMI rollout.

Using the Fieldman application allows our installation vendor to validate assigned work across multiple phases from dispatched to completed. The exporting feature is easy, and we pass meter exchange data seamlessly to billing software. Real time tracking of field issues and reporting them on a daily, weekly and monthly basis allows us to track the progress, making sure that each new meter is installed properly.
